I found that you can use cryopods to get the shortest mating interval on female breeders... I dont know what official rates are but on my server the mating timer can be anywhere from 2hr15min to 4hr30min... If for some reason you are still getting the cooldown, craft the Cryo Potion and use it to remove the debuff as well as prevent it from occurring again.

Females used to get a mating timer reset when you pull them out of the terminal and release them, as if they had just mated.
