If you cut the black/red wire you will disconnect it from the thermo-switch and it will be on/off. I'm not sure whether this is the same for 95-96 GSXR 1000 though. Once it starts getting air to it the bikes fine. The radiator fan doesn't kick on though and as far as I know it should around 225 F. My only guess is that the water pump may be going bad.

It'll probably have two wires connected to it and it will be screwed into the radiator. Unplug the connector from that and take a jumper wire and touch both sides of the connector.
