WebYou should be able to reproduce this problem easy, just share an account with dlc and freelc with one that doesn't own the game, and you will see how the one that doesn't own can play the game and paid dlc but not the free one, which doesn't have sense. You then log onto the new account and download the game with the DLC. Switch back to your main account, and you can now play the game with the DLC.
